Support Python 3.12

Testing an Ubuntu 24.04, Datafari is not installed properly because of errors into Cassandra. This is related to the Python version which is by default 3.12.

By installing an another version of Python (3.9) Datafari is installed and started correctly.

We should investigate this when we support Ubuntu 24.04.
